The “Third World Uyghur Conference” held in May 2009 and the “7/5 Incident” in Urumqi that same summer showed that the “World Uyghur Conference” is further intensifying its efforts to promote its internationalization strategy, and is seeking to accumulate strength and grow its international support. This paper examines the goals, tactics, measures, methods and priorities of the World Uyghur Congress’ internationalization strategy, analyzes the reasons and policy measures for the United States and other Western countries to support the World Uyghur Congress, and the limitations of these policies.
